David E. Thomas
Biography
David E. Thomas is a leading expert in space leadership, business, and policy, with extensive experience in both academia and industry. As the Director of the Thunderbird Initiative for Space Leadership, Policy and Business and Professor of Practice, David oversees space programming, including the Executive Master of Global Management: Space Leadership, Business, and Policy (EMGM-Space) and the Executive Certificate in Space Leadership, Business, and Policy.
In addition to his academic leadership, David has pioneered the Space Diplomacy initiative at ASU. The initiative aims to ensure the United States and its close allies are the partners of choice for nations and organizations with both mature space flight heritage and those with emerging space agencies. He oversees an Ambassador Corps for the Milo Institute, engaging over 150 organizations in 40+ countries, and establishing trust relationships with representatives from governments, universities, companies, and NGOs. David has been instrumental in establishing policies, procedures, and legal frameworks for international collaboration, leading to agreements executed in 14 countries.
David's expertise in strategy, innovation, and international relations has been honed over decades in leadership roles. He served as Director and CEO of ASU Research Enterprise (ASURE) from January 2019 to July 2021, where he led ASU’s COVID Response team, overseeing the development of Arizona’s first mass vaccination site, which was praised by President Biden as a “model for the nation.” Under his leadership, ASU administered 1.3 million doses across six locations, coordinated a personnel pipeline of over 2,000 clinicians, and mobilized 27,000 volunteers.
Prior to his role at ASU, David held significant positions in CFD Research Corporation and Aegis Technologies Group, where he led multidisciplinary teams in developing cutting-edge technologies in materials science, energy, and national security. His leadership contributed to substantial business growth, including securing government contracts and commercializing technologies originating from R&D funding.
